The National Geospatial-Intelligence Agency (NGA) is preparing to release a proposed Indefinite Delivery, Requirements Contract for the Foundation GEOINT Content Management (FGCM) under the GDS Program, focused on delivering high-quality geospatial data, products, information, and services to support the National System for Geospatial-Intelligence (NSG). The FGCM contract emphasizes a "one feature, one time" approach to ensure authoritative global mapping, incorporating comprehensive content management, product finishing, and emerging products and services. The initial draft documents pertain to FGCM Region A, covering the United States Pacific Command (USPACOM) and United States Northern Command (USNORTHCOM), with a five-year contract duration consisting of a base year plus four one-year options. Similar requirements are expected in forthcoming solicitations for Regions B and C, encompassing other US combatant commands. In addition to regional content management services, the draft allows for an optional Global Land Use requirement, which bidders can propose alongside their regional FGCM proposal. However, the Global Land Use task order will be awarded under a single regional contract, meaning companies interested in multiple regions need to include this option in only one proposal. The solicitation references NAICS code 541370 and is managed by NGA's office in Arnold, Missouri, with designated contract officers available for inquiries. This contract aims to enhance NGA's data sphere capabilities through consistent, authoritative geospatial content provision across multiple regions worldwide.

General Info

The FGCM shall provide the highest quality data, products, information, and services to populate the NGA Data sphere in support of the NSG. Foundation GEOINT Content Management is a regional requirement for Content Management, Product Finishing, New and Emerging Products Data and Services, and related services. The emphasis of this contract will be one feature, one time, providing the data for NGA to build an authoritative map of the world. Product finishing will be a byproduct of the Content Management. The draft documents included with this announcement are for FGCM Region A, identified as the United States Pacific Command (USPACOM) and the United States Northern Command (USNORTHCOM). The FGCM Region A contract will be a five (5) year contract with a period of performance of a Base Year and four one-year Options. The draft documents for Region A are representative of similar requirements that will be contained in the solicitations for Regions B (USCENTCOM/USEUCOM) and C (USAFRICOM/USSOUTHCOM). In addition to the Content Management and other Regional requirements, the draft documents include the option for a Global Land Use requirement. The Global Land Use requirement shall be proposed in conjunction with the Region FGCM proposal, but will be awarded under only one of the regional contracts. If a company chooses to submit a proposal for more than one region, the Global Land Use requirement need only be included in one proposal.
