The intent is to award a one time buy single NSN. Solicitation and NSN will be available for download on the Internet at https://www.dibbs.bsm.dla.mil on its issue date. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. The buyer will include provision 52.251-9023 (Reverse Auction) in the RFP and instructions are indicated in DAG 15.408-90.
