Industry Day: A Government-Industry Exchange on Construction Contracting - An Invitation for Industry Partners to Collaborate with the United States Space Force Operational Contracting Enterprise
Solicitation # AFICC_KS_Industry_Day_September_2026
The United States Space Force Operational Contracting Enterprise is hosting an Industry Day on September 14, 2026, in Colorado Springs and via Microsoft Teams to collaborate with general contractors on accelerating construction timelines. The primary objective is to introduce and clarify the use of new, flexible contracting authorities, specifically Other Transaction Authority (OTA) under 10 U.S.C. section 2808a. This initiative utilizes a Commercial Solutions Opening (CSO) structure, which serves as a long-duration solicitation where specific requirements are posted over time as Areas of Interest. The Space Force aims to move toward commercial speeds by leveraging industrialized construction, modular facilities, and innovative delivery methods while maintaining a commitment to fair and transparent competition. Under this framework, all awards must be structured as fixed-price other transactions, with incentive or award fee variations permitted. Because these agreements bypass traditional FAR-based procurement to reduce bottlenecks, they lack standard FAR protections and instead utilize tailored articles for disputes and terminations. Evaluation for these projects is a phased process involving white papers, oral pitches, and assessments of criteria such as constructability, financial risk, and cybersecurity. While these OTAs offer flexibility, contractors must still adhere to the Davis-Bacon Act, Service Contract Act, the Miller Act for bonding, and the Buy American Act. Budget projections for the Space Force from FY27 to FY31 include approximately 5.6 billion dollars for MILCON and 3.3 billion dollars for FSRM projects.

THIS REQUEST FOR INFORMATION (RFI) is issued in accordance with FAR 15.201(d) & (e). This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary and is subject to change if, and when, a solicitation is issued. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. If a competitive solicitation is released, it will be synopsized on the SAM.gov website. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI, or future solicitations. This RFI seeks to identify the interested parties from the Northern California SBA districts of Fresno, SF, and Sacramento regions. Capabilities available in the construction contractor community and their alignment with anticipated requirements. Responses to the survey will impact our decision-making as this contract program is developed. All feedback provided will be reviewed and considered. We value your feedback and look forward to hearing from you. Award will be made on the basis of the Highest Technically Rated Offeror (HTRO) source selection methodology. The Highest Technically Rated Offeror is a source selection process that is neither a tradeoff nor Lowest Priced Technically Acceptable (LPTA). It focuses on prior experience in performing the same or similar work. In using the HTRO process, the Government establishes a weighted points-based spreadsheet, with a minimum thecnical score required yet to be determined, of objective criteria in the solicitation. Offerors self-score and provide substantiation for their scoring in their technical proposal. The Government's technical evaluation is a review of this substantiation to validate the offeror's self-score. Awards will be based on Best Value Continumn, Best Value is defined as the offeror with the highest Government-validated technical score. Offerors self-score against the pre-defined objective scoring criteria and deliver supporting documentation to objectively prove self-score validity. The DRAFT self-scoring spreadsheet attached reflects the maximum points and the weight factor for each criterion. The Government will not add points to an offeror's self-score, only decrement. Scoring sheets will be provided in an update to come. Please not that references and data contained in this notice as ONLY examples, and are not exactly what the final products will look like. The attached General Construction Multiple Award Task Order Contract (GC-MATOC) Statement of Work (SOW) defines the scope of a full range of design, construction and engineering activities necessary to meet Air Force and other customer requirements for Beale AFB, CA. This basic contract SOW will be tailored to identify specific requirements at the Task Order (TO) level. SOWs or Statements of Requirements (SOR) may be used under this contract and price competition will be achieved at the TO level. Projects will be located at various locations on Beale AFB, CA and other locations that Beale is responsible for. Note: It is very important to review the DRAFT SOW for Contractors responsibilites, failure to comply with the final version after award can lead to removal from this requirement. Eligible small businesses must have offices located within the San Francisco, Fresno, or Sacramento SBA regional office territories. Use of military installation addresses will result in ineligibility. The contract value is estimated to be $500M over a 10-year period. Please note that due to the Moratorium for (8(a)s, there is no restriction on having bona fide offices in these districts. Currently, Beale AFB is seeking desired interest to propose on the requirement as well as feedback regarding the two attachements. Please review the notice and attached documents, provide feedback if desired. The important thing to understand it the HTRO self-scoring approach.
