The General Services Administration is seeking to secure office space for the National Institutes of Health in Bethesda, Maryland, specifically within a delineated area of Suburban Maryland. The requirement calls for a minimum of 107,436 ABOA and a maximum of 126,626 RSF of fully serviced office space. The lease is structured for a firm 10-year term and requires the facility to be located in a prime commercial district, outside of the 100-year flood plain, and compliant with all federal, state, and local fire, life safety, security, and sustainability standards. The government requires a standard GSA warm lit shell and a tenant improvement allowance of 63.87 dollars per ABOA square foot, along with at least two reserved parking spaces and additional spaces per local code. Following a cost-benefit analysis comparing the expenses of relocating versus the costs of duplicating tenant improvements and telecommunications infrastructure, the government determined that remaining with the incumbent lessor is the most cost-effective option. Consequently, a Justification for Other Than Full and Open Competition was issued to negotiate a succeeding 10-year lease for 126,626 RSF of office space located at 6701 Democracy Boulevard, Bethesda, MD. This action was taken under the authority of 41 U.S.C. 3304(a)(1) and GSAR 570.402 to ensure the most economically advantageous outcome for the government.
