Dept of Veterans Affairs seeks clinical space in Idaho Falls, ID
Solicitation # 36C24W25R0011-RLP
The U.S. Department of Veterans Affairs is seeking highly qualified offerors to lease a Community Based Outpatient Clinic (CBOC) in Idaho Falls, Idaho, under a 20-year term comprising a 10-year firm period and a 10-year non-firm period during which the Government retains termination rights with 90 days’ written notice. The facility must provide between 14,321 and 17,185 ANSI/BOMA Square Feet (ABOA SF) of usable space, not to exceed 19,333 Rentable Square Feet (RSF), and include a minimum of 100 parking spaces. The site must be located within a specifically defined boundary in the Idaho Falls metropolitan area, bounded by major roads including Ammon Road, Lincoln Road, Grandview Drive, and Science Center Drive. Offerors may propose either an existing building requiring tenant improvements or land for new construction, with estimated tenant improvement costs ranging from $5 million to $10 million. The Government will not make progress payments during design or build-out phases but may reimburse tenant improvements via a single lump-sum payment upon acceptance or amortize the cost over the firm lease term. Rental payments are made monthly in arrears after official acceptance of the space, and all payments will be processed via Electronic Funds Transfer. The lease is classified as a fully serviced arrangement under NAICS code 531120, requiring the lessor to manage all aspects of design, construction, operation, and maintenance. This includes compliance with VA-specific design criteria, fire and life safety, accessibility standards, OSHA regulations, and energy efficiency mandates. Required services encompass janitorial, HVAC, snow removal, landscaping, and ongoing preventive maintenance, with detailed operational schedules to be submitted to the Contracting Officer. The proposal evaluation is based on a best-value tradeoff process where site quality is the most critical non-price factor, followed by facility functionality and offeror qualifications, all nearly equal in importance to price. Price proposals must be submitted using GSA Form 1364 and supported by GSA Form 1217 to detail annual operating costs, amortization rates, and parking expenses. All offerors must be registered in SAM.gov with an active UEI and CAGE code, and must comply with federal contractor requirements including the Davis-Bacon Act, Drug-Free Workplace Act, Equal Opportunity for Veterans, and Small Business Subcontracting Plan provisions where applicable. General Services Administration Lease: Office Space Houston, Texas
Solicitation # 3TX1283
The U.S. General Services Administration is seeking to lease approximately 124,500 to 127,000 square feet of office space in Houston, Texas, within or immediately adjacent to the Interstate 610 Loop. The space must include secure parking for a minimum of 342 reserved vehicles and accommodate 24/7/365 access. The lease term is structured as a 20-year agreement with a firm 10-year base and an option period to be determined. The facility must meet Facility Security Level 4 standards as defined by the Interagency Security Committee and comply with all Department of Justice site-specific security requirements. Security constraints prohibit collocation within 1,000 walkable feet of probation and parole services, drug rehabilitation centers, halfway houses, welfare programs, or private law firms representing drug offenders. The building must also avoid proximity to drug-free zones, schools, parks, day care centers, and areas with prevalent drug activity, unless surveillance risks are deemed acceptable by the Government. Location suitability will be evaluated based on potential threats to operational security, with the Government retaining sole discretion to reject any site deemed high risk. The space must comply with fire safety, accessibility, seismic, and sustainability standards, and cannot be located in the 1 percent annual chance floodplain. A fully serviced lease is required, including all utilities and infrastructure support. Entities must ensure compliance with Section 889 of the FY19 NDAA, which restricts the use of telecommunications equipment from certain foreign vendors. The Government currently occupies existing leased space in Houston that is set to expire, and this procurement aims to identify a more economical alternative that accounts for relocation costs, tenant improvements, security upgrades, telecommunication replication, and operational downtime. Expressions of interest are due by August 20, 2026, with the full solicitation expected to follow and a targeted occupancy date of June 1, 2027. All submissions must be sent to Lease Contracting Officer Steve Stanberry, with additional contact provided by Project Manager Jorge Gomez.
