GENERAL SERVICES - ADOPT A RESOLUTION TO SUMMARILY VACATE KEYS PLACE IN THE NORTH COUNTY METRO COMMUNITY PLAN AREA AND CEQA DETERMINATION (VAC 2018-0269)

The County of San Diego, through the Department of General Services Real Estate Services Division, is implementing a project to summarily vacate approximately 0.64 acres of public right-of-way known as Keys Place. Located westerly of Buena Vista Drive within the North County Metro Community Plan Area, this road is no longer required for street or highway purposes and is not included in the General Plan Mobility Element. Because the road currently only serves as access for the owner and applicant's property, the vacation is intended to remove the encumbrance and allow for better future use of the land. The project was approved by the County Board of Supervisors on October 22, 2025, and has been granted a Notice of Exemption from the California Environmental Quality Act under guidelines 15060(c)(2) and (c)(3), as it is determined to have no foreseeable environmental impact. Administrative requirements include a mandate for the Recorder/County Clerk to post the notice within 24 hours of receipt for at least 30 days.
