AI Contract Overview
The contract is for the procurement of three gasoline-powered generator sets identified by NSN 6115-01-394-0175 under solicitation SPE7M1-26-T-211E, issued by the Department of Defense through the Maritime Supply Chain organization. Delivery is required within 20 calendar days of order placement to the designated location in Virginia Beach, Virginia, with FOB Origin terms applying. The item is classified as a commercial off-the-shelf product, and all packaging, marking, and palletization must comply with ASTM D3951, MIL-STD-129, and DLA’s RP001 packaging requirements, including mandatory barcoding for logistics tracking. Inspection and acceptance occur at the destination, with sampling protocols governed by MIL-STD-1916 or a comparable zero-based plan requiring zero non-conformances unless otherwise specified. Technical and quality standards referenced in the DLA Master List of Technical and Quality Requirements are binding, and compliance with hazard communication, hazardous materials handling, and prohibition of hexavalent chromium and covered defense telecommunications equipment is mandatory. The solicitation explicitly mandates electronic submission via the DIBBS portal by 17:00 EDT on July 31, 2026, and requires full adherence to the FAR and DFARS clauses, including cybersecurity safeguarding obligations under NIST SP 800-171 and 252.204-7012. Payment must be processed through Wide Area WorkFlow (WAWF), and contractors must maintain active SAM registration with validated UEI and CAGE codes. While pricing details are not specified in the solicitation, offerors are expected to submit bids under simplified acquisition procedures, with small business considerations and socioeconomic set-asides influencing award decisions. Contract type remains unspecified, but the use of deviation clauses for FAR 52.213-4, 52.216-1, and 52.244-6 suggests a fixed-price structure with tailored terms for commercial procurement. The point of contact for contracting matters is Tara Halter, with no designated COR/COTR identified. All contractual obligations, including those related to whistleblower protections, payment restrictions on former DoD officials, and export controls, must be fully acknowledged and complied with by offerors.
