AI Contract Overview
The Ohio Department of Natural Resources is seeking professional engineering services for project DNR-270074 to implement stormwater and site improvements at Geneva State Park. The project aims to resolve chronic flooding and poor drainage within the campground by replacing the existing 1979 infiltration system with a modern combination of storm sewers and underdrains. Key design objectives include extending the system along Road D, adding catch basins, improving infiltration trench designs to prevent clogging, and ensuring proper ditch grading at outlets while avoiding existing electric and sanitary utilities. The total project cost is estimated at 2,679,000 dollars, with construction costs estimated at 2,310,000 dollars and a basic fee range between 6 percent and 10 percent. The selected firm will be responsible for the full project lifecycle, including program verification, schematic design, construction documents, and bid support. Required technical services encompass topographic and boundary surveying, geotechnical engineering, and ecological and cultural resource assessments. The firm must also manage all regulatory permitting with agencies such as the USACE, USFWS, and OEPA. During construction, the firm is required to provide at least 16 hours of on-site administration per week. Evaluation of applicants will be based on firm location, workload, size, and the qualifications of the primary firm and its consultants. Additionally, the project requires participation in the EDGE program and adherence to state prevailing wage standards. The anticipated professional services period begins in February 2027, with substantial completion of all work expected by December 2028.

Full Description
The Ohio Department of Natural Resources (ODNR) is requesting professional engineering services to provide final design and construction stage services for this project located at Geneva State Park. The Geneva campground is located within an area with poor drainage infrastructure and frequent flooding. The campground was constructed during 1979, with a drainage system consisting primarily of infiltration trenches. Catch basins and additional french drains have been added since construction, however, drainage areas persist. Drainage does not readily flow away from camp areas and often ponds along roadways and within various campsites. Drainage issues exist throughout the entire campground facility, with most issues being located within the camping areas. A Surface Water Drainage Study was completed during 2022. The purpose of this study was to evaluate the existing surface drainage issues and explore potential solutions. This assessment will be provided to short-listed firms only. The existing drainage system needs to be replaced and is expected to be best located in the approximate location of the existing system. The proposed system is expected to be a combination of a new storm sewers with new underdrains/french drains. The following should be considered: • Extension of the system along Road D to shorten the distance to the outlet. • Additional catch basins on storm sewer extensions. • Improvement on infiltration trench design to minimize clogging and provide more frequent outlets • Ditch grading at the outlets to provide adequate fall (expected at 1 location). • Avoidance of existing (and recently installed) electric and sanitary sewer utilities.
Scope of Services: The selected firm shall apply for and obtain all necessary regulatory permits, maintain current estimates of probable construction costs through the design phase, and provide construction administration services. All work shall be performed in compliance with all applicable regulatory requirements. Permitting and/or coordination with United States Army Corps of Engineers (USACE), United States Fish and Wildlife Service (USFWS), ODNR Division of Wildlife, Ohio Environmental Protection Agency (OEPA), State Historic Preservation Office (SHPO), and the local floodplain administrators may be required. The selected firm will provide the engineering analysis and calculations needed to advance the design, including all necessary engineering specialties. Relevant historical reports, assessments, inspections, and as-built drawings will be provided only to short-listed firms. These historical documents include the Surface Water Drainage Study, Electric Utility Infrastructure construction plans and Sanitary System Improvements. Additional documentation will not be provided during the initial RFQ phase of the selection process. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner’s project requirements.
