Gentian Avenue Line Extension from Heacock Street to Indian Street

The City of Moreno Valley is soliciting sealed bids for the Gentian Avenue Line Extension project, which involves the installation of a new electrical circuit backbone from Heacock Street to Indian Street. The primary objective of this infrastructure project is to establish a circuit tie between the Edwin and March circuits to enhance overall system reliability through improved connectivity and redundancy. The scope of work includes the furnishing of all labor, equipment, and materials necessary to install cable and conduit systems, specifically including items such as PVC 40 piping, fiberglass pull boxes, and vaults. All work must be performed in accordance with the Standard Specifications for Public Works Construction (Greenbook), the National Electrical Code, and the California Building and Vehicle Codes. Bids must be submitted electronically via the OpenGov Procurement portal by July 31, 2024, at 2:00 p.m. and must include a bid bond equal to 10 percent of the total bid price. The contract will be awarded on a Lowest Price Technically Acceptable basis to the lowest responsive and responsible bidder. Evaluation factors for responsibility include financial capability, safety records, past performance on public contracts, and bonding capacity. Awardees are required to maintain active DIR registration, comply with California Air Resources Board regulations for diesel equipment, and provide weekly certified payroll reporting. Final acceptance of the project occurs at the project site once the Engineer verifies final completion and the City records a Notice of Completion with the County of Riverside Recorder.
