Geographic Information System (GIS) Software (ARCGIS) Maintenance

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE FIRM FIXED PRICE CONTRACT. The Army Contracting Command, Tenant Contracting Division, Aberdeen Proving Ground intends to issue a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures to Environmental Systems Research Institute, Inc. (ERSI):380 New York Street, Redlands CA 92373. NAICS Code 423430; Business Size Standard 500. The following software maintenance will be procured for the following and include the following requirements: (1) Geographic Information System (GIS) Software (ARCGIS). A) The contractor shall provide software updates, bug fixes and telephone support as defined in this PWS. The contractor shall perform to the standards in this contract. Software and data updates are automatically made available at no cost to all customers who are current on software maintenance. B) These updates offer feature enhancements, new functionality and technology, and improved performance. The APHC (prov) technical support team and GIS Office staff may report product problems and failures to the "contractor's" Technical Support Desk via toll free telephone number, email, or chat. All inquiries will be entered into the call tracking system. A unique Trouble Ticket Number will be assigned and provided to APHC (prov). As developments or milestones are attained within the trouble shooting process this information will be updated within the "contractor's" ticketing system, and can be accessed via a web portal interface. The contractor shall perform to the standards in this contract. C) Objective/SCOPE will include: - Receive software updates - Receive technical support via telephone or web chat - Retain current GIS technology within the Defense Industry - The contractor shall provide software support and updates to APHC (prov). ERSI is the sole source to provide the software maintenance and bug updates repairs as the owner and manufacturer of the software. ERSI does not have partners and reseller authorized to sell this maintenance product. As the sole source they are this is also a brand name only justification as the Government currently own the software. There are no solicitation documents; however, contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Governments requirement. In addition, the response should include Offeror's Online Representation and Certifications Application (ORCA)--Commercial Items in accordance with FAR 52.212-3. If the offeror does not have a copy of this provision, go to Federal Procurement Data System (SAM) https://www.uscontractorregistration.com to load required information. Any responses received without completing SAM registration will be considered noncompliant. Furthermore, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Responses must be received no later than 12:00 P.M. Eastern Daylight Time, 25 March 2016. Responses should be submitted electronically to contact@example.gov. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. TELEPHONE REQUESTS WILL NOT BE HONORED.
