The Department of Homeland Security, through the Contract Administration Services Division, is soliciting proposals for professional Geospatial Production and Support Services to support the Geospatial Support Team within the Office of Infrastructure Protection. The contractor will provide geospatial analysts with Secret clearances to perform mapping, analysis, and situational awareness tasks using ESRI ArcGIS and Google Earth. These services support various operational phases, including steady-state and urgent incident management, utilizing HSIP and CFATS data to enhance infrastructure protection and emergency response. The contract structure includes a base period and three option periods, with pricing based on a combination of Time and Materials, Firm Fixed Price, and Cost Reimbursement CLINs. Proposals must be submitted in two volumes: a technical proposal limited to 20 pages covering the technical approach, staffing, and past performance, and a price proposal including labor hour rates and a detailed spreadsheet. Regarding past performance, prime contractors must submit between three and five references, each accompanied by a supporting questionnaire. If subcontractors are used for critical requirements, the prime may submit one reference per subcontractor, with a maximum of three subcontractor references and a total limit of eight references overall. Evaluation of past performance is based on a structured rating system focusing on quality of service, timeliness, business relations, and cost control.
