The Federal Emergency Management Agency (FEMA) plans to increase the ceiling of its existing Indefinite Delivery Indefinite Quantity contract with New Light Technologies, Inc. (NLT) for geospatial support services. The current ceiling of $3.5 million will be raised by $3.4 million, bringing the new ceiling to $6.9 million. This modification is noncompetitive and justified under federal acquisition regulations to avoid unacceptable delays and service interruptions essential to FEMA’s disaster response missions, including emergency operation and maintenance support, imagery-based damage assessments, and Deployable Emergency GIS system deployments at Joint Field Offices. This action aims to ensure continued, immediate access to critical geospatial services vital to FEMA’s life-sustaining operations. Although the notice is not an invitation for competitive proposals, interested parties may submit capability statements demonstrating their ability to fulfill the contract requirements outlined in the provided statement of work. The contract falls under NAICS code 541519, representing other computer related services, and responses are to be submitted electronically by the specified deadline. The contract will be managed through the Department of Homeland Security’s Information Technology Commodities and Telecommunications office based in Washington, DC, with Edna McKellery serving as the contract specialist.

Full Description

The Federal Emergency Management Agency (FEMA) intends to issue a noncompetitive bilateral modification to increase the contract ceiling for Indefinite Delivery Indefinite Quantity contract HSFEHQ-10-D-01381 New Light Technologies, Inc., (NLT) for continued for geospatial support services. The current contract ceiling is $3,500,000.00; an additional $3,400,000.00 is needed and will increase the contract's ceiling threshold to $6,900,000.00. In accordance with 41 U.S.C. 253 (d)(1)(B), as implemented by FAR 6.302-1(a)(2)(ii)(B), this requirement for continued provision of services from only one source to avoid unacceptable delays in fulfilling FEMA's requirements precludes full and open competition, unacceptable delays, interruption of services to the Government, and the possible loss of life. Any of these scenarios would negatively impact FEMA's ability to meet its critical life-sustaining mission. The proposed ceiling increase to NLT's current award is a contractual method of ensuring an immediate ability to support FEMA's mission during a disaster. NLT disaster services consist of emergency operation and maintenance support as needed for geospatial imagery and GIS system engineering services, imagery-based damage assessments, and standing up Deployable Emergency GIS systems at Joint Field Offices. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract ceiling, based upon responses to this notice, is solely within the discretion of the Government. All responsible sources interested in submitting a capability statement may do so by expressing in writing the ability to satisfy the work requirements of the attached statement of work. The North American Industry Classification System code is 541519. Direct responses to this notice of contract action shall be submitted via electronic mail to; Edna.McKellery@fema.dhs.gov: no later than March 30, 2013, at 10:00AM. Hand delivered, postal or express mailed responses will not be considered.
