Geotechnical and Structural Document Review for LNG Facilities

The Federal Energy Regulatory Commission’s Office of Energy Projects is soliciting qualified firms to provide expert geotechnical and structural document reviews for liquefied natural gas (LNG) facilities under a Blanket Purchase Agreement aimed at expanding its pool of authorized technical reviewers. The solicitation, issued as a Request for Information with number 0000052931, requires responding companies to demonstrate substantial experience in evaluating LNG facility designs against federal and state regulations, including 49 CFR 193, 18 CFR 380, NFPA 59A, API 620/625/653, ASCE/SEI standards, ACI, AISC, AASHTO, ASTM, AWS, IBC, and ICC codes, as well as generally accepted engineering practices. The contractor must assign a primary project manager and an alternate who can respond to the Contracting Officer’s Representative within twenty-four hours, and must also provide evidence of organizational conflict of interest mitigation plans and execute non-disclosure agreements and FERC background investigations. All deliverables must be reviewed for technical accuracy and grammatical correctness prior to submission and may include monthly progress reports, evaluations of Resource Reports 1, 6, 11, and 13, Post-Authorization tracking tables, and expert testimony in regulatory proceedings. Contracts are structured with a one-year base period and four one-year option periods, with a ceiling value of $1.2 million over the entire term and anticipated annual spending of $200,000. Contractors are responsible for travel to LNG project sites across the United States, including offshore locations, and must obtain prior approval from the COR for special transportation modes such as helicopter or boat. All proprietary data received must be protected under FERC confidentiality protocols, and contractors must report the source and use of such information upon request.
