This is a SOURCES SOUGHT and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, Women Owned Small Business firms and even Large Businesses offering domestically manufactured products that meet the required specifications. Responses to this Sources Sought will be used by the Government in making appropriate acquisition decisions.


The National Oceanic and Atmospheric Administration (NOAA) Oceanic and Atmospheric Research (OAR), Physical Sciences Laboratory (PSL) mission by enabling precise wind measurements at the ocean surface, which are critical for forecasting, understanding air-sea interactions, and advancing marine research. Physical Sciences Laboratory (PSL) requires Gill R3A-100 sonic anemometer to maintaining the accuracy, continuity, and integrity of NOAA’s long-term sea-going flux observations. This 3-axis ultrasonic anemometer provides high-frequency wind measurements that are critical for calculating turbulent fluxes using the Eddy Covariance method; an essential component of air-sea exchange studies.


INTENDED USE/PURPOSE:


This is the only known instrument that can meet the Government’s needs, and this notice’s intent is to identify any other products that meet the full requirements listed below. These sensors are chosen for their precision, durability, and consistency, which are essential to collecting long-term, high-quality marine boundary layer datasets. The sonic anemometers are used due to its asymmetric head design, which minimizes flow distortion and improves measurement quality when mounted on the bow of research vessels. This unique geometry is critical to maintaining the fidelity of momentum, heat, and moisture flux measurements; core to air-sea interaction studies.
