Gipson Play Plaza and Moore Square Holiday Lighting

The City of Raleigh is seeking a qualified vendor under solicitation 274-HolidayLighting2026 to design, furnish, install, maintain, and remove coordinated holiday lighting displays at Moore Square and Gipson Play Plaza in Dix Park. The scope of work includes a month-long December display focusing on mature trees and the Moore Square cafe, as well as a passive light experience at Gipson Play Plaza involving the Woodland Garden, Fountain Plaza, and four connecting pathways. Additionally, the vendor must provide temporary immersive lighting enhancements for the Winterfaire event scheduled for December 11–13, 2026. All installations must prioritize safety, protect city property, and minimize noise pollution from generators. Proposals are due by September 11, 2026, at 5:00 PM EST. The City will evaluate submissions based on weighted criteria, including a cost formula where the lowest bidder receives maximum points, and may invite short-listed firms for interviews. The resulting contract may be a one-time service or a recurring agreement with renewal options for up to five years, with standard payment terms of NET 30 days. Awarded vendors must maintain comprehensive insurance, including Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, and provide a designated point of contact for prompt maintenance and emergency response. All work must comply with North Carolina laws and Occupational Safety and Health Standards.
