The project at 645 Laguna Road in Camarillo, California, involves the continued operation of a small outdoor commercial cannabis cultivation facility within an existing greenhouse that previously supported hydroponic tomato production until 2023. Since early 2024, the greenhouse has been used for cannabis cultivation, with additional property areas having supported cannabis operations since February 2022. No expansion or increase in land use intensity is proposed; the cultivation footprint remains at 8,190 square feet using pre-existing infrastructure. Water is sourced from an on-site groundwater well with an annual maximum estimated usage of 91.75 million gallons, and electrical power is supplied through PG&E’s existing grid, with a projected monthly consumption of 95,000 kilowatt-hours. The project has been granted a Class 1 Categorical Exemption under California Code of Regulations Section 15301, confirming it qualifies as a minor alteration to an existing facility with no significant environmental impact. The applicant, Glass House Camarillo, holds a small business license for commercial cannabis cultivation, with no socioeconomic certifications disclosed. The Department of Cannabis Control acts as the approving authority, with Danielle Clendening designated as the primary environmental compliance contact. No formal contract value, pricing, payment terms, invoicing methods, accounting codes, or federal acquisition regulation clauses are present, as this is a regulatory licensing action rather than a federal procurement contract. The place of performance is firmly established at the stated address, and operations are ongoing under the authority of California’s Business and Professions Code, with the license officially approved on March 27, 2025.
