This contract is a sole-source solicitation issued by the Defense Logistics Agency Maritime - Portsmouth for the procurement of 150 glass reinforced plastic cable trays, specifically the EB part number H7376007A-014. The requirement is designated as a total small business set-aside under NAICS code 335999, with the evaluation based on the Lowest Price Technically Acceptable (LPTA) criteria. The contract is restricted to Seemann Composites LLC, the proprietary manufacturer of these items, due to their exclusive access to necessary proprietary information from the Virginia Class Planning Yard. All quotations must be submitted by November 7, 2024, and must include specific certifications and compliance with numerous FAR, DFARS, DLAD clauses, and local requirements outlined in the solicitation. The procurement emphasizes compliance with various security, environmental, and socio-economic clauses, and requires vendors to be registered in SAM.gov. The contract will be awarded based on the lowest responsible and responsive offer that meets all technical specifications and contractual obligations. The selected vendor must provide detailed information including pricing, FOB point, business size, and manufacturer details if not the actual manufacturer. The contract performance will take place in Kittery, Maine, with the primary point of contact being Jannell Moriarty. This streamlined, sole-source approach ensures the government acquires the specified proprietary cable trays efficiently, maintaining strict adherence to security and procurement regulations.
