The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under California Code of Regulations, Title 22, Division 4.5, Chapter 20 has issued a Standardized Series B Hazardous Waste Facility Permit Renewal (Permit Renewal) for Glencore Recycling LLC (Facility) for ten additional years. This Permit Renewal will allow the Facility to continue to treat and store liquid and solid hazardous waste at the Facility. This Permit Renewal includes the addition of two new miscellaneous units for triple washing containers, and a reduction in the overall volume of hazardous waste the Facility is permitted to treat. The Facility Permit will change from a Series A to Series B Standardized Permit. Pursuant to Health and Safety Code section 25143, DTSC is also granting a variance to the Permittee conditionally exempting Unit 1, Unit 2, and Unit 7a from the setback requirement specified in California Code of Regulations, title 22, section 66264.176.There are no other proposed changes and no physical changes that require construction and/or ground disturbance for the Permit Renewal. Background: The site of the Facility has been used for heavy manufacturing operations since the 1930s. Metal recycling operations were established at this location in the early 1970s and underwent many different names before settling with Glencore Recycling LLC in 2015. The Facility area is approximately 2.2 acres in a developed industrial area. DTSC initially issued a Permit to the Facility on November 1, 1994, and renewed the Permit on May 6, 2012. The Facility area is composed of a warehouse, offices, and treatment and storage areas that are used to process different materials for metals recovery including electronic scraps, components, manufacturing byproducts, wastes, concentrates, and residues. Project Activities: The Facility generates and receives precious metal bearing acid solutions that are stored in designated areas before and after treatment. Treatment of acid solutions includes pH adjustment, precipitation, neutralization, and/or evaporation to convert precious metals into solid form. Tray furnaces are used to bake solids containing combustible organics, dry inorganic sludge, and to evaporate water from neutral and alkaline solutions. Hazardous waste solids, sludge, scrap metal, and excluded recyclable materials are melted in crucible furnaces to recover, refine, or separate metals. Mechanical processing such as grinding, milling, screening, and blending of ash, sludge, and other solids in miscellaneous units to prepare and collect a representative sample of metals for analysis to facilitate further recovery operations. Dry and wet additives may be combined with treated material to improve handling and flow properties. The Permit will authorize the Facility to operate 12 existing hazardous waste management units (HWMU) and install two new miscellaneous units for triple washing containers. The Facility will be authorized to store up to a maximum of 3,300 gallons of liquid hazardous waste and 153 tons of solid hazardous waste, and treat 50,000 gallons per month of liquid hazardous waste and 50 tons per month of solid hazardous waste. The addition of the two miscellaneous units will not require any construction or ground disturbance. The Permit will also authorize a variance from the setback requirement specified in California Code of Regulations, title 22, section 66264.176 for Units 1, 2, and 7a. The variance will not cause any operational changes as containers within these units are currently and will continue to be within 50 feet of the property line. There are no other proposed changes to the Facility, or any of the waste being stored or treated, or to any other operations or units. There will be no operational changes or ground disturbance. All previous Permit requirements will remain in effect. This Permit Renewal will not result in any new or substantially more severe significant impacts on the environment.
