This is a non-personal services contract to provide GBS RaaS support services to USFK. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform GBS RaaS support services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract. Background: The initial Defense Information Systems Agency (DISA) Enterprise Computing Center (DECC) Satellite Broadcast Manager Transition Acquisition Strategy included three (3) enclaves; Unclassified, US Secret and ROKUS, all installed in the Oklahoma City, Oklahoma DECC. However, ROKUS information is no longer allowed to be fully supported in the Continental United States (CONUS) and there is not an option for direct hosting at DISA DECC locations mainland. DISA Enterprise Computing Center Pacific (DECC-PAC) was the chosen location to establish a full ROKUS enclave. However, developmental challenges, agency guidance and maintenance and operations cost estimates prohibited a full enclave solution and drove treating ROKUS information as an encrypted source capable of utilizing a subset of full enclave equipment. As a result, RaaS has a smaller footprint known as a - mini enclave using servers installed in PACOM Hickam AB AOC. Essentially, ROKUS data - tunnels through GBS via KenCast server(s). Data is encrypted by a ViaSat KG-250, sent through the CONUS DECC infrastructure and is decrypted at the destination by the High Assurance Internet Protocol Encryption (HAIPE) device in the GBS Receive Suite (RS) Receiver Broadcast Manager (RBM) Objectives: The basic objective of this effort is to provide support services for planning, execution and long term operation sustainment of the GBS RaaS system. Scope: The scope of the RaaS effort covers all activities required to support the, DECC-PAC enclave sustainment, ROKUS enclave operations and maintenance and System Integration and Testing. Period of Performance: The period of performance shall be one (1) Base Period of 12 months and four (4) 12-month Option Periods.
