Full Description

The US Air Force Aeronautical Systems Center intends to issue a sole source order under Basic Ordering Agreement FA8620-08-G-3005 to Northrop Grumman to upgrade one (1) Global Hawk Launch and Recovery Element (LRE) with Ku Band Satellite Communications (SATCOM) Reachback capability in order to make the LRE capable of full mission command and control (C2). Contingent upon funding, the US Air Force may include an option to upgrade an additional two (2) for a total of three (3) LREs with Ku Band SATCOM Reachback capability. This contract will be awarded under "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." A Justification and Approval for proceeding with this acquisition under Other Than Full and Open Competition will be posted within 14 days of any contract award. This synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. Due to security access requirements, foreign participation is not permitted at the prime contractor level.
