The NATO Communications and Information Agency (NCIA) has issued Request for Information RFI-42630696-NICC to gather industry input for the technology pillar of the NATO Integrated Cyber Defense Centre (NICC). This RFI is for planning purposes only and is not a formal solicitation for bids. The project aims to enhance the protection of NATO and its Allies through the delivery of new Communications and Information Services capabilities and operational uplifts. The scope is divided into five Work Packages: the NICC Platform (WP1), Enhancements to Situational Awareness (WP2), Enhancements to Red Teaming (WP3), Rapid Reaction Teams (WP4), and the Cyber Operations Management and Engagement Tool (WP5). Interested parties are invited to provide feedback and recommendations on four of these packages (WP1, WP2, WP4, and WP5) to help NCIA refine its acquisition strategy and understand available marketplace capabilities. Technical requirements emphasize the need for systems that can operate across multiple classification levels (NU, NR, NS) and maintain operational independence in air-gapped or compromised environments. The capability must support scalable processing of large volumes of cybersecurity data and may include AI-assisted automation for anomaly recognition. While this RFI is informational, NCIA plans a future phased down-select acquisition approach involving a 10-page capability statement followed by a full proposal and a challenge-based event. All deliverables for the work packages are expected by Q3 2030. Responses must be submitted via email by 12:00 CET on November 9, 2026, and should not exceed 10 pages per work package. Additionally, a business workshop titled Uplifts for Cyber Capabilities will be held at NATO Edge in Izmir, Turkey, from November 17-19, though attendance is not required to respond to the RFI.

This Sources Sought and Request for Information (RFI) is being issued to conduct additional market research for the Air Force to identify capable potential sources within specified NAICIS Codes, potential small business subcontracting opportunities and to notify industry of the Governments intent to award a Sole Source Contract to the Canadian Commercial Corporation. This Market Research is for planning purposes only, and shall not be considered a Request for Proposal (RFP) or Invitation to Bid (IFB); an obligation from the U.S. Government to acquire any products or services; or an authorization to incur any cost in anticipation of such authorization. The government will not reimburse respondents for information solicited. The information provided herein is subject to change and in no way binds the government to pursue any course of action described herein. Request For Information/Sources Sought The purpose of this Sources Sought/RFI is to conduct additional market research to determine any and all opportunities, inclusive of Small Business, that may feasible for the Global Procedure Design in support of the Air Force Flight Standards Agency (AFFSA). The effort is in support of AFFSA. Global Procedure Designer (GPD) is the software solution that provides instrument approach and departure procedure development capability for the U.S. Air Force, U.S. Navy, U.S. Army and U.S. Marine Corps. GPD evaluates airports and the surrounding environment to determine the safest flight path and lowest altitudes that aircraft can safely fly as they transition terminal area flight operations to/from en route phases of flight. GPD also supports Air Traffic Control (ATC) by developing charts required to vector aircraft at locations where the DoD has radar approach control responsibilities. Currently, GPD supports 120+ Air Force bases worldwide. Additionally, the software is used to evaluate Foreign Terminal Instrument Procedures (FTIP) at all non-DoD airports where DoD aircraft are required to land or take-off. Historically this effort has been awarded to the incumbent due to the necessary integration knowledge, manufacturing, software knowledge and expertise to perform and manage multiple major sub system developments, software programs and related integration activities without unacceptable delay to program schedules and unnecessary duplication of sunk development costs. This upcoming effort will entail a commercial solution for software design/development, installation, support, training, maintenance and technical support for HQ AFFSA at Tinker AFB. Encompassed in this effort are Operations Support, Technical Support, Software Engineering, and Commercial off the Shelf (COTS) Software Licensing, System Verification and System Testing. Contractor shall provide all products and services, labor, materials, transportation, and incidentals necessary to successfully define, design, develop, test, install, train sustain at contractor's location, and operational support of the Global Procedure Designer (GPD) software at Department of Defense (DoD)Terminal Procedures Specialists (TERPS) work centers. These products and services are to address, at a minimum, all software design, installation, support, technical, cost, proposed schedule, and risk-mitigation plans related to the annual support of the GPD-developed software. The proposed North American Industry Classification Systems (NAICS) Codes are as follows: - 541519 Other Computer Related Services with a size standard of $30M CONTRACT TYPE, PERIOD OF PERFORMANCE AND SMALL BUSINESS SUBCONTRACTING The contemplated contract type for this effort is a one year basic contract with 4 option years. The contemplated pricing arrangement will be Firm Fixed Price. Any large business contractor will be required to meet all small business participation requirements included in the contract, and fulfill all the requirements of the subcontracting plan included in the contract. The following questions are in reference to obtaining market research for that purpose. Does your company see any small business teaming arrangements (i.e., joint ventures, partnerships, etc.) and/or subcontracting opportunities for this effort? (This applies to both small and large businesses.) If so, what specific areas do you believe are suitable for small business as it relates to subcontracting or as part of any possible teaming arrangements? If not, why do you believe there are no/limited small business subcontracting or teaming opportunities? The Government intends to use this information as one of the determining factors for the best acquisition strategy for this procurement.
