DLA Land and Maritime is preparing to issue a solicitation for an Indefinite Delivery Contract (IDC) for the Globe, Electric Light, NSN 6210-01-605-0596, manufactured by ENERGY FOCUS, INC. The contract will cover a base period of three years with two option years, allowing for multiple delivery orders over a total period of up to five years. The solicitation will be conducted using FAR subpart 13.5, which simplifies procedures for commercial items. The Government is requesting definite quantity quotes for delivery to specified locations, which may be awarded as purchase orders either before or separately from the IDC award. This acquisition requires sourcing from approved suppliers due to incomplete Government technical data rights, and alternate offerors must submit a complete data package for evaluation. The solicitation will likely specify FOB Origin terms, with inspection and acceptance occurring at the destination. While price is an important evaluation factor, award decisions will also consider delivery schedules, past performance, and other criteria outlined in the solicitation. This notice serves only as a market research activity to identify qualified businesses capable of fulfilling the contract requirements and is not an official solicitation. Interested parties are encouraged to submit a completed market survey to the Contract Specialist by June 25, 2018, to aid in determining the best acquisition strategy. The official solicitation is expected to be released around July 16, 2018, with an estimated proposal response due date shortly thereafter.
