Glorya Jean Tate Park Lift Station Project

The Glorya Jean Tate Park Lift Station Project involves the construction and operation of a new sanitary sewer lift station at the northern end of Glorya Jean Tate Park in Marina, California, to improve wastewater conveyance for the northern Marina area and support future growth tied to the Marina Station Development. Currently, wastewater flows west under State Route 1 to a decommissioned treatment facility, then is pumped back through existing force mains to terminate at a manhole on Seaside Court. The new lift station will eliminate this redundant pumping by conveying wastewater through a newly installed force main along Drew Street, Abdy Way, Cardoza Avenue, Reservation Road, and an existing pipeline easement crossing two commercial properties, ultimately connecting to the MCWD system at a new manhole at the west end of Seaside Court. Concurrently, the project includes replacing the existing undersized gravity sewers in Seaside Court with a larger-diameter system to increase capacity. The existing pump station west of SR 1 will remain active to serve developments in that area. Construction is expected to begin in June 2025, with work confined to weekdays from 7:00 a.m. to 5:00 p.m., and a total duration of approximately eight months—six to eight weeks for roadway construction and three to six months for lift station site work. No nighttime work is permitted. The project is subject to rigorous environmental compliance under the California Environmental Quality Act (CEQA), with impacts assessed across 21 resource areas including hydrology, biological resources, cultural resources, noise, air quality, and hazardous materials. Mitigation measures are integrated to ensure less-than-significant impacts, with thresholds established for pollutants such as PM10, PM2.5, NOx, and CO by the Monterey Bay Air Resources District. Special compliance requirements mandate the retention of a tribal cultural resource monitor affiliated with the Costanoan Rumsen Carmel Tribe, a biological monitor to protect the naked buckwheat plant and avian habitats, and a professional archaeologist on-site. Contractors must undergo cultural sensitivity training, and work may be halted within 50 feet of any potential cultural resource discovery. Immediate protocols are required for human remains, notifying the Monterey County Sheriff’s Office and the Native American Heritage Commission, with involvement of a Most Likely Descendant.
