THIS IS A SOURCES SOUGHT NOTICE. NO SOLICITATION IS AVAILABLE AT THIS TIME. The purpose of this Sources Sought Notice is to identify potential sources capable of performing the effort described herein pursuant to FAR part 10, Market Research and FAR part 19, Small Business Programs. This is for planning purposes only. Any information submitted by respondents to this Source Sought Notice is voluntary. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this notice as a commitment by the Air Force for any purpose, and should refrain from providing proprietary information in the response. 1. INTRODUCTION: This is the initial step in the planning process for GNSS Ionospheric Scintillation/TEC monitoring receivers. The 377 MSG/PKB at Kirtland Air Force Base seeks sources to AFRL/RVBXC requires 5 multi frequency GNSS scintillation and total electron content (TEC) monitoring receivers and antennas. The receivers (Brand Name Only Septentrio PolaRx5s): Receive GPS, GLONASS, Galileo, BeiDou, and IRNSS GNSS signals, and IRNSS GNSS signals. Generate low noise scintillation and TEC measurements Able to record raw data at a rate up to 100 Hz at two frequencies. Capable of creating the following data formats: Ionospheric Scintillation Monitoring Record (ISMR), Septentrio Binary Format (SBF), and RINEX. The antennas (Brand Name or Equal to: VeraPhase 6000) need to: Be sensitive at GPS, GLONASS, Galileo, BeiDou, and IRNSS GNSS frequencies Allow for at least two simultaneous frequencies Have good multipath rejection Have consistent performance across all frequencies Have a broad range of tracking elevations Be durable for deployment in harsh weather conditions. 377 MSG/PKB anticipates conducting a competitive acquisition for this effort. The effort is expected to result in a Firm-Fixed-Price contract. NAICS code is anticipated to be 334290, size standard 750 employees. This is a 2 part requirement. Septentrio PolaRx5s is a brand name only, and VeraPhase 6000 is for brand name or equivalent. There will only be one award. If you are interested in providing a potential quote, please be aware that you must be able to propose to both receivers and antennas. If you are unable to provide both, please do not respond. 2. INSTRUCTIONS: All businesses capable of providing GNSS Ionospheric Scintillation/TEC monitoring receivers are invited to respond electronically. Responses shall include company name, address, DUNS number, CAGE code, point of contact with email address and telephone number, and indicate business size (small business, small disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, or HUBZone) using NAICS 334290, size standard 750 employees. The Air Force reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision. Statement of Capabilities are limited to 2 pages, and should demonstrate capability to provide GNSS Ionospheric Scintillation/TEC monitoring receivers. Responses must be received no later than 26 Nov, 2018, 12:01 PM MST, and addressed to Cynthia D. Guest, cynthia.guest.2@us.af.mil, Contract Specialist and Elizabeth Sanchez, elizabeth.sanchex@us.af.mil, Contracting Officer.
