Goddard Trabuco Canyon (Planning Application RSM 25-005)

The City of Rancho Santa Margarita is authorizing a Conditional Use Permit for a child day care center to operate within two existing vacant buildings totaling 12,938 square feet located at 31911–31931 Dove Canyon Drive in Trabuco Canyon. The project includes the removal of 18 parking spaces to construct a 12,299 square foot outdoor playground, the demolition of an existing trash enclosure, and the replacement of landscaping in the parking area. The facility will serve a maximum capacity of 184 children and 30 staff members, resulting in a total occupancy of 214 individuals. The site is situated within a Very High Fire Hazard Severity Zone, necessitating full compliance with the Wildland-Urban Interface Code, including the installation of automatic sprinklers, fire alarms, fire-resistive construction, and Class A roofing materials. Defensible space must meet Orange County Fire Authority standards, and the center must be licensed by the California Department of Social Services under Health and Safety Code Section 1596.76 and Title 14 of the California Code of Regulations. Environmental review under CEQA has concluded with a statutory exemption under Public Resources Code §21080.69(a)(1), and a Notice of Exemption has been officially filed. The applicant, PQS Square LLC, is responsible for all construction, site modifications, and compliance with state and local building, fire, and licensing codes. Inspection and acceptance will be conducted by the City of Rancho Santa Margarita as the lead agency, with enforcement of safety standards by the Orange County Fire Authority. No federal procurement elements, FAR clauses, contract values, payment terms, or acquisition data are applicable, as this is purely a local land use and environmental permitting action.
