Activity Description: The Good Governance Program will seek to empower the government, civil society and judiciary to combat corruption in Montenegro as the country moves closer to the integration into the Euro-Atlantic institutions. This contract will focus on consolidating democratic gains and on developing transparent, functioning and responsive governing institutions and enhancing the voice of the Montenegrin citizen to address the Government. In particular, implementation of anticorruption initiatives that would restrict opportunities for corrupt practices to transpire and enhancing civil society's discourse on corruption are strategic priorities of U.S. assistance in Montenegro. Gains in these areas of good governance, civic enfranchisement and judicial transparency will have spillover results in the economic development and peace and security sectors, through the adoption and broad acceptance of more efficient, transparent and equitable governmental practices. Strengthening capacity, as foreseen in this program, will also be an integral and crucial priority of U.S. assistance work in Montenegro for the next several years, as foreseen in all programmatic plans.
