AI Contract Overview
The contract solicitation SPE4A5-26-T-332W seeks the procurement of 20 LIGHT, INDICATOR units under NAICS 334419 for delivery to Hill Air Force Base with a 527-day ADO timeline. Technical and quality compliance is mandated through the DLA Master List of Technical and Quality Requirements, with specific provisions for sampling under MIL-STD-1916 or ASQ H1331 requiring zero non-conformances unless otherwise stated. All items must adhere to MIL-STD-2073-1E for packaging and preservation, and MIL-STD-129 for marking, including fragile labeling and 2D Data Matrix barcoding; Item Unique Identification is explicitly waived per DFARS 252.211-7003. Inspection and acceptance occur at origin, with the contractor responsible for maintaining an inspection system aligned with SAE AS9003. The contract enforces stringent export controls under ITAR or EAR for technical data, requiring prior authorization for access or disclosure to foreign persons, and restricts distribution to contractors with approved JCP certification, completed DLA training, and formal authorization. Cybersecurity compliance is required at CMMC Level 2 through either a self-assessment or third-party assessment by a certified C3PAO, alongside adherence to NIST SP 800-171 and DFARS 252.204-7012 for safeguarding covered defense information. The contractor must comply with hazardous materials labeling under 29 CFR 1910.1200 and prohibitions against hexavalent chromium, while also affirming representations regarding size status, UEI and CAGE codes, and the absence of covered telecommunications equipment from prohibited Chinese military companies. Invoicing must be conducted electronically via WAWF, with payment instructions tied to the DD 1155 form. Compliance with a suite of FAR and DFARS clauses covers equal opportunity, combating human trafficking, employment eligibility verification, sustainable products, subcontracting, and whistleblower protections. The contract type and pricing details remain undefined, with unit prices and extended costs not provided, indicating award will be based on technically acceptable proposals under an unspecified evaluation methodology. The deadline for responses is August 13, 2026, and all submissions must be made electronically through the DIBBS portal.
