AI Contract Overview
The contract pertains to the procurement of a special-purpose electrical cable assembly under a firm-fixed-price arrangement, with a total quantity of 240 AY, to be delivered within 402 days after award. The item is identified by NSN 0001S00000052 and is subject to stringent technical, quality, and cybersecurity requirements governed by the Defense Logistics Agency. The contract mandates compliance with MIL-STD-129 for marking, MIL-STD-2073-1E for packaging, and DLA-specific packaging requirements that prohibit mercury in packaging materials except for limited functional applications. Bare item marking is required per RQ017, and government identification must be removed from non-accepted supplies. Inspection and acceptance occur at the contractor’s origin, with a government-led Final Acceptance Test conducted at the Naval Undersea Warfare Center in Newport, RI, using zero-defect sampling standards per MIL-STD-1916 or equivalent. Cybersecurity compliance is critical, with mandatory CMMC Level 2 certification, adherence to NIST SP 800-171, and implementation of safeguarding controls for covered defense information under DFARS 252.204-7012. Technical data associated with the item is subject to export control under ITAR or EAR, restricting disclosure to foreign persons and requiring prior authorization; access is limited to contractors with JCP certification, completed DLA training, and approved status. Quality assurance is elevated under RQ001, requiring tailored higher-level controls for both manufacturers and non-manufacturers. The contract requires submission of invoices and receiving reports exclusively through WAWF, with payment processed via DoDAAC. Delivery is FOB origin to the DLA Distribution facility in New Cumberland, PA, with first article delivery due within 60 days of award. The solicitation, issued on May 17, 2026, with responses due by May 26, 2026, mandates electronic submission via DIBBS and includes clauses on employment eligibility verification, combating human trafficking, sustainable products, small business representation, and accelerated payments to small business subcontractors. Unit pricing for the primary line item is not disclosed, and the contract’s total value remains unspecified. The contracting activity is the ASC Commodities Division of the Department of Defense, with Duane Watkins as the primary point of contact.
