The procurement is not a small business set-aside and is issued under Full and Open Competition, with a response deadline of August 20, 2026, and a required delivery date of December 8, 2026, at the DLA Distribution facility in New Cumberland, Pennsylvania. The item is governed by the DLA Master Solicitation Revision 105 and incorporates mandatory technical and quality requirements from the DLA Master List of Technical and Quality Requirements, referenced by 'R' or 'I' numbers, which supersede standard commercial packaging specifications like ASTM D3951. To be eligible for award, offerors and their proposed supply sources must hold an approved US/Canada Joint Certification Program certification, have completed mandatory DOD training on export-controlled technical data, and have received explicit approval from the DLA controlling authority to access such data. Failure to meet these criteria renders an offeror ineligible. A Safety Data Sheet must be submitted prior to award or the offeror will be deemed nonresponsible. The Berry Amendment applies with a reduced threshold of $150,000, and the use of hazardous materials must adhere to FED-STD-313 and TQ requirement IP025, while Class I ozone-depleting chemicals are strictly prohibited. Additive manufacturing is not permitted under this solicitation, and any offer involving such methods will be rejected outright. Electronic
