The solicitation requires the delivery of 17 units of Fitting Assembly, Butter, identified by NSN 2995-00-795-1295, with a delivery timeline of 659 days after award. Within 90 calendar days of contract execution, the contractor must submit three units for First Article Testing at Tinker Air Force Base, where the Government will evaluate compliance and either approve, conditionally approve, or disapprove the item within 180 days of receipt. These first article units are separate from the contract quantity and will be retained by the Government as manufacturing standards or destroyed during testing. The contractor must not use additive manufacturing for any part unless specifically approved in advance, and no Fast Pay provisions apply. Domestic material restrictions under the Berry Amendment and Buy American Act are strictly enforced, with a lowered threshold of $150,000, requiring full disclosure of any non-domestic content. Offerors must certify they will not supply covered telecommunications equipment or services per FAR 52.204-24 and DFARS 252.204-7016. Small business joint ventures must submit required representations as specified, and all contractors must register via DLA’s AMPS system to access the Vendor Shipment Module for future shipments. Bidders are strongly encouraged to provide quantity ranges in their quotes due to fluctuating government requirements, and failure to comply with DIBBS quoting protocols, including submission of a “No Bid” for anticipated delays, may affect evaluation.
