The contract solicits 20 units of a special-purpose electrical cable assembly under solicitation SPE4A6-26-T-06QF, with delivery required by 351 days after award to Tracy, CA, under FOB Origin terms. The acquisition is a total small business set-aside under NAICS code 335931 and involves stringent compliance with defense-specific technical, quality, and cybersecurity requirements. The item is governed by the DLA Master List of Technical and Quality Requirements, with physical identification and bare item marking mandated per RQ017 and labeling governed by MIL-STD-129 and MIL-STD-2073-1E, including specific packaging with CLNG/DRY preservation and no cushioning. Cybersecurity compliance is enforced through CMMC Level 2 certification by a C3PAO, alongside DFARS clauses 252.204-7008, 252.204-7012, and 252.240-7997, requiring NIST SP 800-171 controls and cyber incident reporting. Technical data associated with the item is subject to ITAR or EAR export controls, and access is restricted to contractors with JCP certification, DLA-approved training, and authorization. Inspection and acceptance occur at the origin, with the government retaining responsibility per FAR 52.246-2, and first article testing is required with a government-established cost of $1,923.00 to be factored into offer evaluations. The contractor must adhere to all applicable hazardous material handling standards, including HCS and hexavalent chromium prohibitions, and ensure workforce compliance through clauses addressing employment verification, trafficking in persons, equal opportunity, and whistleblower protections. All invoices must be submitted via WAWF, and the contract includes representations for small business status, UEI and CAGE codes, and disclosures on former DoD officials’ compensation. No item unique identification is required per the service customer’s request, and no options or extended pricing are specified, making the award contingent upon meeting compliance, delivery, and testing conditions without negotiated price terms provided in the solicitation.
