This contract pertains to the procurement of a defense article classified under the International Traffic in Arms Regulations and the Arms Export Control Act, requiring strict compliance with export control laws including mandatory registration with the Directorate of Defense Trade Controls. The item is subject to specialized technical and quality requirements referenced from the DLA Master List, with packaging, demilitarization, and quality standards enforced under designated R-numbers. The contractor must adhere to prohibitions against Class I ozone-depleting chemicals and obtain approval for any substitute materials. Two exhibits are required—one assembled with coating and one machined but uncoated and unassembled—each to be submitted for evaluation. The outer shipping container for the first article must be labeled in 2-inch bold red letters as “FIRST ARTICLE,” and written notification must be provided to the testing facility two weeks prior to shipment. Surplus materials are not acceptable, and government furnished property applies. Delivery is due 569 days after award, with solicitation responses due by July 27, 2026, and the contract is administered by the Department of Defense under the Land Supply Chain, with performance taking place in Tracy, California. Failure to comply with regulatory, documentation, or submission requirements will render an offer ineligible for award.
