The contract solicitation SPE4A5-26-T-104U, issued by the Defense Logistics Agency’s ASC Supplier Oper OEM Division, seeks eight units of rope, wire with NSN 0001S00000052 under a FOB origin delivery term, with a 135-day performance period following award and a total delivery window of 845 days from award. The solicitation imposes stringent technical and quality controls derived from the DLA Master List of Technical and Quality Requirements, with specific requirements for physical identification of bare items, inspection and acceptance solely at origin, and compliance with MIL-STD-129 for marking and ASTM D3951 for packaging, though DLA standards supersede general industry specifications. Item Unique Identification is expressly waived per DFARS 252.211-7003(c)(1)(i), but all packaging must adhere to RP001 DLA packaging standards, and hazardous materials must be labeled in accordance with OSHA’s Hazard Communication Standard and other applicable federal regulations. Export-controlled technical data governed by ITAR or EAR is involved, restricting access to contractors with approved US/Canada Joint Certification Program status, completion of required DLA training, and authorized access through formal DLA approval. Cybersecurity obligations are central to this contract, mandating compliance with DFARS 252.204-7012, which requires implementation of NIST SP 800-171 security controls for safeguarding covered defense information, along with a current assessment recorded in the Supplier Performance Risk System. Additional cybersecurity mandates include DFARS 252.204-7020, requiring a basic or higher NIST assessment for primes and subcontractors, and prohibitions against using covered telecommunications equipment from designated foreign entities under DFARS 252.204-7018. The solicitation acknowledges potential future applicability of CMMC Level 2 certification but does not yet enforce it. Contractors must submit all invoices electronically via Wide Area WorkFlow, and all first article testing must be successfully completed at Robins AFB, Georgia, with the government retaining first articles for its records. Offerors must provide valid UEI and CAGE codes, represent their small business status accurately in SAM, and ensure compliance with whistleblower protections, trafficking-in-persons prohibitions, employment verification, and sustainable procurement standards. All proposals must be submitted electronically via DIBBS by the
