GOVERNMENT RESPONSES TO INDUSTRY QUESTIONS: INDUSTRY QUESTION: Your June 23, 2021 Sources Sought provides an overview of the opportunity under Paragraph 1, Description/Purpose. Would the Government consider sponsoring an Industry Day within the next 3-6 months to communicate the provisions for the Range of the Future (ROTF)? Recommend this be an interactive opportunity for contractors to ask questions and receive answers from the Government. GOVERNMENT RESPONSE: Yes, the Government plans to host an Industry Day for the LISC Follow-On acquisition where contractors may ask questions. The Government has not yet determined a date or location for this Industry Day. INDUSTRY QUESTION: Sources Sought Paragraphs 1.2 and 1.3 refer to - commercial augmentation. Would the Government please elaborate on what encompasses commercial augmentation? GOVERNMENT RESPONSE: Commercial augmentation and third party provisioning are often synonymous (unless another government organization initiates third party provisioning). The Government is seeking innovative approaches to industry partnerships to either provide and/or to facilitate commercial provisioning of range services. As part of the ROTF initiative, the Government is looking for industry experience to provide range services on behalf of the Government to range customers. INDUSTRY QUESTION: Sought Paragraphs 1.2 and 1.3 refer to - 3rd party provisioning at the lowest cost. Would the Government please elaborate on what entails 3rd party provisioning at the lowest cost. GOVERNMENT RESPONSE: Third party provisioning is a concept in which commercial companies provide range services to range customers via partnerships with the Government. The Government anticipates these partnerships will likely drive down Government costs, and would like industry partners to provide relevant examples of third party provisioning or relevant innovative partnerships. INDUSTRY QUESTION: Para 2.1.1 Range Operations references - Maximize use of commercial augmented range capabilities (e.g. Radars, Telemetry, Optics, etc.) Our experience indicates that both the Government range manager and the range user (equipment under test) would have to - sign off on the use of these types of equipment. There are also issues related to safety, data input/output, integration into range operations, information assurance, cybersecurity concerns, and other aspects of the use of commercial systems. Could the Government provide more insight into how they would anticipate the use of commercial systems and their integration into the range operations complex? GOVERNMENT RESPONSE: The Government anticipates the use of commercial systems through third party provisioning to increase as the ranges move toward a Spaceport construct, as described in the ROTF priorities. Current ROTF initiatives are intended to enable third party provisioning capabilities. The integration of commercial services will be system-specific and require coordination with the appropriate Government authorities. The ROTF Strategic Intent is attached as a reference.
