Governor Refurbishment

The U.S. Navy’s Supervisor of Shipbuilding, Conversion, and Repair in Groton, Connecticut, intends to sole-source a firm fixed price contract to Woodward, Inc. for the refurbishment of two UG-5.7 Dial Governors, specifically part numbers 8523-584 and 9900-476, under solicitation number N6278926Q0018. This action is justified under 10 U.S.C. 3204(a)(1) and FAR 6.103-1, which permit non-competitive awards when only one responsible source exists with the unique capability to meet the government’s requirements. The contract period of performance runs from April 30, 2026, through September 30, 2026, with delivery FOB Destination at the Naval Submarine Support Facility in Groton, CT, where title and risk of loss transfer upon arrival. All responses to this notice of intent must be submitted electronically to two designated Navy email addresses by 7:00 a.m. EST on May 15, 2026, and may be considered for future competitive opportunities if the Government determines competition is warranted. The offeror must demonstrate full technical compliance through a detailed proposal, including evidence of adherence to Maintenance Standard 3120-081-005, material certifications for tensile and yield strength, hardness testing, and conformance to procurement documents, supported by descriptive literature and test data. The contract includes mandatory flowdown requirements for two critical Naval Sea Systems Command clauses addressing organizational conflicts of interest, which prohibit the contractor and its affiliates from furnishing any system, component, or service developed under this contract for three years post-performance, with limited exemptions for commercial items, research, or recompetition. The contractor must immediately disclose any actual or potential conflict and affirm no OCI exists at award, with non-disclosure constituting grounds for termination for default. Technical acceptability and price are the sole evaluation factors under a trade-off approach, not LPTA, allowing the Government to select the most advantageous offer based on overall value. All submissions must include a valid Unique Entity Identifier and CAGE code, and contractors must certify their size status and disclose any inverted domestic corporation status or delinquent federal tax liabilities, which could bar award. Invoicing must be processed through Wide Area WorkFlow, and the Government retains full authority for inspection and acceptance at the destination
