GPO G-Street Sidewalk Repair

The G Street Sidewalk and Vault Ceiling Repair Project is a Firm Fixed Price (FFP) procurement issued by the United States Government Publishing Office (GPO) under solicitation number 040ADV-26-R-0010, with a response deadline of July 6, 2026. The work encompasses complete structural repair and restoration of a deteriorated concrete sidewalk and its underlying vault ceiling system at GPO Headquarters, 732 North Capitol Street NW, Washington, DC 20401, with the goal of eliminating water infiltration into the basement and restoring pedestrian safety. The contractor must provide all labor, materials, equipment, and supervision in strict compliance with project specifications, design drawings, and referenced standards such as ASTM C 920, ASTM C 1193, and ASTM E 1155, as well as OSHA, NFPA, and EPA regulations for asbestos, demolition safety, and hazardous air pollutants. Work must be completed within 547 days from the Notice to Proceed, with all materials delivered in manufacturer-sealed containers, properly packaged to prevent damage, and labeled with manufacturer details and code marks corresponding to shop drawings. Stone units must be stored off the ground, protected from moisture and temperature extremes, and compromised cementitious or hydrated lime materials must be discarded. The acquisition follows a Lowest Price Technically Acceptable (LPTA) evaluation method, meaning the contract will be awarded to the lowest-priced offeror whose proposal is rated Acceptable across all technical factors: Technical Capability, Technical Approach and Management Plan, and Key Personnel. Proposals deemed Unacceptable on any technical factor are disqualified regardless of price, and unbalanced, unrealistic, or unreasonable pricing will result in exclusion. Key Personnel—including a Project Manager, Quality Control Lead, and Safety Lead—must be identified and are subject to strict substitution rules; failure to replace an unavailable individual within 30 days may lead to termination. All Key Personnel must obtain Public Trust clearance, and contractors must comply with extensive security, ethical, and conduct requirements, including prohibition of misrepresentation as government employees, confidentiality of government information, and mitigation of organizational conflicts of interest. Subcontractors require prior written approval from the Contracting Officer, and all proposals must be submitted as a single Adobe PDF portfolio containing six volumes not exceeding 120 pages, formatted in Times New Roman 11-point font with cost data provided via an unlocked Excel template.
