The U.S. Department of Transportation's Volpe National Transportation Systems Center awarded a sole source, firm-fixed-price contract to the MITRE Corporation to develop a specialized test procedure for GPS/GNSS receivers. The primary objective of this project is to establish a systematic method for introducing interference sources, specifically Continuous Waveform transmitters and Long Term Evolution cellular signals, to identify the exact power levels at which receiver performance degrades based on established metrics. Following the development of the procedure, it will be applied to conduct testing on selected receivers to determine their specific interference tolerance masks. This technical engagement was conducted under solicitation DTRT5716R20006 with a period of performance spanning from March 4, 2016, to June 30, 2016.

The U.S. Department of Transportation, Office of the Secretary-Research, John A. Volpe National Transportation Systems Center (Volpe Center) has contracted on a sole source basis with MITRE Corporation in accordance with statutory 41 U.S.C.253(c)(1), as implemented by FAR Subpart 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. The Government entered into a firm-fixed-price contract for services to develop a GPS/GNSS (Global Positioning System / Global Navigation Satellite System) receiver test procedure to document the necessary steps to systematically introduce interference sources, such as Long Term Evolution (LTE) cellular and Continuous Waveform (CW) transmitters, and to determine the interference power level where a GPS receiver is susceptible to loss of performance according to agreed metrics. The test procedure will then be used to conduct GPS/GNSS receiver testing to determine the interference tolerance masks of selected receivers. The period of performance for this contract is March 4, 2016 to June 30, 2016.
