The US Geological Survey’s Lower Mississippi-Gulf Water Science Center is seeking a firm-fixed price contract for the supply and installation of 110 GPS fleet tracking units along with associated services, with a period of performance running from June 29, 2026, to June 28, 2027, as amended by an additional notice extending the active performance window to July 6, 2026, through July 5, 2027. The procurement is issued as a Small Business Set-Aside under NAICS code 334513, with a size standard of 750 employees, and all offerors must be registered in SAM.gov and provide a Unique Entity Identifier. The requirement includes hardwired or plug-and-play GPS devices compatible with the agency’s fleet vehicles, real-time tracking software with geofencing, route history, configurable alerts for unauthorized use and excessive idling, S.O.S emergency notification, and seamless integration with the USGS National Water Dashboard. All systems must deliver location accuracy within ±5 meters, maintain 99% uptime during operations, and provide data updates at least every two minutes. The contractor must also deliver web and mobile access platforms, on-site or virtual training for staff, and comprehensive documentation including user manuals and installation records. The Buy American Act applies, requiring full compliance with domestic sourcing rules and disclosure of any foreign-sourced end products. Technical compliance is a pass/fail gate: proposals must meet or exceed all stated physical, functional, and performance specifications to be eligible for award, with selection based solely on the lowest priced acceptable offer. No option years are included, and all units may be delivered to a single location for phased installation by the government if self-installation is feasible.
