Granite State Clean Fleets Program: Rolling Request for Proposals

The Granite State Clean Fleets Program is a competitive grant initiative administered by the New Hampshire Department of Environmental Services, funded through the New Hampshire Volkswagen Environmental Mitigation Trust. The program provides partial reimbursement to public, private, and nonprofit entities operating in New Hampshire for projects that reduce diesel emissions. Eligible projects involve scrapping existing diesel vehicles, engines, or equipment and replacing them with cleaner alternatives, including newer diesel-powered units, battery-electric, grid-electric, hydrogen fuel cell, or alternative-fueled units, as well as marine shore power installations. Total available funding is approximately 2.5 million dollars, with an additional 1.5 million dollars in remaining and added funding identified in subsequent amendments. Applications are accepted on a rolling monthly basis, due the last day of each calendar month, and will remain open until all funds are obligated. Projects must generally be completed by December 31, 2027. Award decisions are based on a competitive scoring process that prioritizes zero-emission technologies and projects benefiting economically challenged communities. Grant recipients are required to cover all project costs upfront and seek reimbursement upon submission of invoices and proof of payment. Following approval by the Governor and Executive Council, recipients must maintain project records for five years for potential NHDES inspection.
