Archaeology Consulting Services
Solicitation # 26-122
The City of Delta is issuing solicitation 26-122 to establish a shortlist of qualified archaeology firms to provide professional consulting services on an as-and-when-requested basis. The scope of work includes archaeological investigation, monitoring, reporting, and permitting for various infrastructure and development projects, such as road upgrades and utility replacements, within the City of Delta. All services must comply with the Heritage Conservation Act, and firms must demonstrate eligibility to hold provincial permits, including Multi Assessment Permits and Site Alteration Permits. Key deliverables involve field assessments, coordination with the Provincial Archaeology Branch and First Nations, and the provision of heritage management training for City staff. The selection process utilizes a two-stage qualification method. To be considered, respondents must meet all mandatory criteria, including the timely submission of a signed Proposal Covering Letter. Qualified firms will be evaluated based on proponent capability and experience (50%), methodology (25%), and fees (25%), with minimum scores required for the first two categories. The City emphasizes the importance of professional certification, requiring at least one team member to be in good standing with a recognized organization like the British Columbia Association of Professional Archaeologists. Preference is given to consulting team members with five years of experience and lead archaeologists with ten years of experience. The resulting shortlist will remain valid until January 1, 2025, or for three years from the closing date. Once the list is established, the City will invite these qualified respondents to submit firm-priced tenders for specific projects. Proposals must be submitted as a single PDF to the purchasing department by 2:00 PM Pacific time on November 16, 2026. The pricing structure for the qualification stage includes hourly rates for principal archaeologists, field directors, technicians, and support staff, as well as lump sum rates for permit applications.

The National Geospatial-Intelligence Agency intends to award a sole source contract to Lockheed Martin Mission Systems and Sensors 2221 Niagara Fall Boulevard, Niagara Falls New York 14304. This contract is for the continued support (e.g. repairs, testing, and technical support) to the R&D gravity gradiometers that are exclusively developed by Lockheed Martin (MSS). This support requires highly-specialized knowledge and experience available exclusively from the designer and developer of these rare and complex instruments. In addition to the support, limited development of R&D enhancements are envisioned as the science continues to evolve that would maximize performance across all current NGA owned gravity gradiometers, providing funding is available for such enhancements. We anticipate a contract for one year with an option for an additional year. This notice is not a request for competitive proposals. No formal solicitation package is available. The Government will not be responsible for any costs incurred while responding to this notice. Responses in the forms provided by FAR 5.207 (15) (ii) must be received within 15 calendar days of the publication in FedBizOpps. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
