The U.S. Environmental Protection Agency (EPA) Region 5 plans to issue a solicitation for construction services to support the Great Lakes National Program Office's (GLNPO) efforts in managing sediment remedial actions and habitat restoration within the Great Lakes area, encompassing parts of Regions 5, 2, and 3. The contract, estimated to begin in June 2011, will be a firm fixed price, performance-based agreement with a three-year base period and two additional two-year option periods. The total estimated contract ceiling is $150 million, and the EPA anticipates awarding three contracts under this solicitation. Work will take place in multiple states including Wisconsin, Illinois, Indiana, Ohio, Michigan, Minnesota, Pennsylvania, and New York, and services will span site management, engineering, bid development, construction management, and oversight of subcontractors involved in sediment remediation. This solicitation is a total small business set-aside under NAICS code 562910, emphasizing projects related to waste treatment and remediation services. Contractors interested in this opportunity should note that firms awarded contracts under this solicitation for construction services will not be eligible to receive awards under a separate, simultaneous solicitation for design and technical assistance supporting the Great Lakes Program. However, this restriction applies only to these specific announcements and does not impact other existing EPA contract holders. A draft solicitation is available for download, and inquiries must be directed exclusively via email to the designated contract specialist, Donna Flenard, with "Great Lakes" in the subject line. Phone inquiries are not accepted.
