Greenhouse Gas Emissions Modeling & Baseline Analysis

The City of Clovis is seeking a subcontractor to develop a comprehensive greenhouse gas emissions inventory, establish a measurable baseline, and model viable reduction pathways in full alignment with California’s SB 32 and Net-Zero Thresholds of Significance. This effort will involve collecting and analyzing data from municipal operations, community sources, and relevant sectoral activities to accurately quantify current emissions levels. The resulting inventory must adhere to recognized standards and methodologies to ensure credibility and regulatory compliance, with the baseline serving as the foundation for all future emissions tracking and climate action planning. The contractor will be responsible for constructing scenario-based models that project potential emissions reductions under various policy, technological, and behavioral interventions, enabling the City to identify the most effective strategies for achieving net-zero goals.
