Solicitation SPE4A7-27-T-3510 is for the procurement of 12 units of GRIP, TRACK (NSN 1560-01-016-5216), designated as a critical application item. The procurement includes a First Article Test requirement and specifies a delivery timeframe of 484 days after award. Manufacturing must adhere to a comprehensive set of technical drawings, including Basic Drawing NR 81205 90-2475 Revision E and several reference drawings. Due to the nature of the item, casting and forging may be required, and the government may not possess the necessary special tooling. The contract mandates strict quality and security compliance, requiring manufacturers to maintain an inspection system compliant with ISO 9001:2015 or SAE AS9100. Inspection and acceptance are conducted at the origin using a zero-based sampling plan per MIL-STD-1916 or ASQ H1331. Security requirements include CMMC Level 2 certification and adherence to ITAR and EAR export controls. Furthermore, a Boeing Rights Guard License Agreement is in effect, necessitating strict data non-disclosure and destruction protocols for the restricted technical data package. Packaging must comply with MIL-STD-129 and RP001, with specific hazard labeling required for any hazardous materials.
