Solicitation 70Z04026QSBPL0016 is a total small business set-aside request for quote for the FY27 drydock repairs and alterations of the USCG STA Cape May (vessel 45665). The project is scheduled for a period of performance from January 6, 2027, to February 4, 2027, with an anticipated award date of November 12, 2026. The scope of work includes 20 specific technical items, such as hull plating inspection, water jet servicing, diesel fuel tank cleaning, general welding, ultrasonic testing, and the preservation of underwater bodies. All work must adhere to Coast Guard Technical Publication 4993 and SFLC standards, requiring an onsite AMPP, QP-1, or NACE certified inspector to ensure quality control for critical-coated surfaces. The government will award a firm-fixed-price contract based on the lowest price technically acceptable approach. Evaluation factors include technical acceptability, price fairness, and a review of past performance from the last two to three years via CPARS or Past Performance Questionnaires. Quotes must be submitted electronically to Regina Elliott-Dougherty by October 28, 2026, and must include a signed SF1449, an Excel-based schedule of supplies and services, and various certifications regarding welding, insurance, and drydock capabilities. Payments will be processed through the Invoice Processing Platform based on the stage of completion, with 10 percent of the total contract price withheld until all deliverables are accepted.
