The contract is for the procurement of 108 nonmetallic grommets identified by NSN 5325009728377 and part number 7800-018PC30, governed by MIL-PRF-6855F(1) and referenced to drawing NR 89103 1574167 Revision F dated January 1, 1939. Delivery is required within 171 days after receipt of order, with a firm delivery deadline of November 18, 2026, under FOB Origin terms, meaning title and risk transfer upon delivery to the carrier at the contractor’s location. The item has a non-extendable 180-month shelf life, marked with Special Marking Code 32 in compliance with MIL-STD-129R, and must be permanently labeled every three feet with specification number, revision, type, and class, along with cure or manufacture date for rubber components, all in accordance with MIL-STD-190 for legibility, color, and environmental resistance. Strict mercury prohibitions apply—no intentional addition or direct contact with any hardware or supply, except for functional uses in batteries, fluorescent lights, weapon systems, sensors, or NAVSEA-specified reagents, with such exceptions requiring shock-proof design and a secondary containment boundary per NAVSEA 5100-003D. Mercury is also banned in preservation, packaging, packing, and marking. Packaging must conform to MIL-STD-2073-1E with QUP 001, preservation method 31, and packaging code U, palletized per DLA Packaging Requirements, and marked in full compliance with MIL-STD-129R. The contract requires electronic invoicing through Wide Area WorkFlow, and the contractor must certify understanding of bare item marking requirements prior to award. Applicable FAR and DFARS clauses include equal opportunity, combating trafficking in persons, employment eligibility verification, sustainable products, hazardous material identification, contracting type, small business representation, cybersecurity safeguards, export control, and prohibitions on hexavalent chromium and covered defense telecommunications equipment from Chinese military companies. The item is sourced under a solicitation issued by the ASC Commodities Division of the Department of Defense, with delivery directed to DLA Distribution San Diego, and must be submitted electronically via DIBBS by the response deadline of May 28,
