The Ground Based Strategic Deterrent (GBSD) program is a U.S. Air Force acquisition initiative aimed at replacing the aging Minuteman III Intercontinental Ballistic Missile system. The program will modernize the entire flight system while maintaining silo basing and upgrading ground facilities, incorporating a new Weapon System Command and Control architecture. The Acquisition Decision Memorandum for materiel development was approved in October 2013, with an Analysis of Alternatives completed in July 2014. The program is currently in the market research and industry engagement phase, preparing for a Milestone A decision targeted for the second quarter of fiscal year 2016. The GBSD Program Management Office (PMO) is actively engaging with industry through a series of Industry Days, release of draft documents such as the Capability Development Document, Statement of Work, Weapon System Specification, and Security Classification Guide, and solicitation of feedback via Requests for Information. The program emphasizes open communication, providing controlled access to technical documents through a secured Bidder’s Library, with strict access protocols including JPAS submissions. Industry Days have been regularly scheduled at Hill Air Force Base, Utah, where briefings cover technical baselines, modeling approaches, and acquisition strategy updates. Attendance is limited and carefully managed, requiring advance RSVP and security clearance validation. The program places importance on modeling-based systems engineering, particularly manifested in the "Own the Technical Baseline" briefings, which outline government strategies for managing system requirements and design through integrated analytical and architectural models. Participation instructions, document access procedures, and points of contact for queries are clearly defined and managed through designated personnel. The overall solicitation, FA8219-15-R-GBSD-RFI2, serves as the hub for all program updates and submission guidelines, reflecting a methodical and transparent approach to industry collaboration in developing the next-generation strategic deterrent system.
