The contract involves the procurement of a HEIM Ground Station Recorder (GSSr) and a HEIM d200f Airborne Flight Data Recorder along with various specific modules and accessories to support them. The procurement includes mainframe units, SSD cartridges, record and replay modules for analog, avionics, video, and MIL-STD-1553 data channels, connector kits, anti-vibration trays, cabling, interface cards, and extended warranties among other components. These items are intended to upgrade and complement the existing data recording capabilities currently in use with simulators and aircraft platforms operated by the 580th SMXS at Robins Air Force Base, GA. The equipment must be compatible with already owned HEIM recording systems to ensure operational consistency, ease of maintenance, and efficient troubleshooting. Zodiac Data Systems, Inc. is identified as the sole source due to its unique capability to supply compatible systems that integrate seamlessly with the existing HEIM equipment. The solicitation specifies strict submission guidelines, including electronic proposal submission through the FedBizOpps portal by April 30, 2012, with no telephone requests or questions honored. The evaluation will heavily consider past performance data, with prospective offerors encouraged to verify their PPIRS ratings. Delivery is to occur at the 580 SMXS/Flight H facility at Robins AFB. The contract highlights the necessity of maintaining system uniformity for aircraft simulators and platforms such as MC130H, AC130U, AC130H, HH60 Pave Hawk, and the new MC130E, ensuring interoperability and support continuity.

Currently we have the GSSr recorders installed on the following Operational Flight Program Aircraft Simulators; MC130H, AC130U, AC130H and HH60 Pave Hawk. This action will provide similar recording capabilities for the MC130E platform that will be compatible with the equipment we already have. The only source of these recorders is Zodiac Data Systems, INC. Station drawings would have to be updated and maintained separately, configurations and connections would be different and would be problematic for troubleshooting or hot swapping equipment in case of failures. Additionally, the HEIM d200f in this action is an Airborne Data Recorder that will be used along with currently owned D200f assets. The 580th SMXS currently owns two HEIM D200f Airborne Data Recorders that we use for DT&E software testing. The compatibility with already owned equipment is the focus of the decision to purchase the D200f. The recorder is also modular and the modules are shared between recorders as needed. DELIVERY - Place of delivery: 580 SMXS/Flight H, Building 229, Robins AFB, GA 31098 Purchase Description will be available when RFQ is posted.
