1. DISCLAIMER
This Sources Sought Notice is issued solely for information and planning purposes (market research) in accordance with Federal Acquisition Regulation (FAR) Part 10 and does not constitute a solicitation, Request for Proposal (RFP), or Request for Quotation (RFQ). This notice does not commit the Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this notice does not preclude participation in any future RFP/RFQ, if any is issued.
2. BACKGROUND AND REQUIREMENT
The Government is conducting market research to identify qualified sources capable of providing Commercial-Off-The-Shelf (COTS) General Dynamics Mission Systems (GDMS) URC-300 Transceiver Assemblies and associated accessories, or equivalent commercial items that meet the salient characteristics outlined below.
The anticipated requirement includes the following brand name items (or equivalent):

3. SALIENT CHARACTERISTICS (FOR "OR EQUAL" SUBMISSIONS)
Any vendor proposing an alternative "or equal" brand must demonstrate that their product meets or exceeds the following physical, functional, and performance capabilities:
A. RF Performance and Modulation
- Frequency Coverage: Must support UHF and VHF ground-to-air communications.
- AM Voice Compliance: Must support VHF/UHF AM Voice and be ETSI EN 300 676-1 compliant for both 8.33 kHz and 25 kHz channel spacing.
- FM Voice Compliance: Must support UHF/VHF FM Voice communications.
B. Power & Conditioning
- Power Inputs: Must features separate DC input connections to power the radio and charge the battery concurrently.
- Built-in Power Conditioning: Must have integrated power conditioning to eliminate the need for external line filter accessories.
- Power Supply Integration: Must include compatible AC/DC power supply modules supporting at least 10W system operation.
C. Form Factor and Ergonomics
- Rack Integration: Must be compact and lightweight enough to allow two (2) transceivers to be mounted side-by-side in a standard 19-inch equipment rack.
