GROUNDS MAINTENANCE AT FRESNO RESERVOIR NEAR HAVRE, MT

SYNOPSIS FOR FRESNO RESERVOIR MAINTENANCE The Bureau of Reclamation - Great Plains Region - Montana Area Office (MTAO) is issuing a solicitation and subsequently a Firm Fixed Price purchase order for Maintenance Services at Fresno Reservoir for a base year and four (4) option periods. Requirements: The Contractor shall provide maintenance including the furnishing of all supplies, labor materials, and equipment to accomplish services (with the exception of the paint supplied by the Government), at Fresno Reservoir in accordance with the requirements in this PWS in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance for the visitors of these public recreation areas. Cleaning is defined as the removal of all-foreign substances and/or matter from the item or area being serviced. Maintenance applies to work performed to the item or area to keep its condition visually aesthetic, functional, and safe. (a) Kremlin Bay (1) 4 restroom units, numerous fire rings and picnic tables, horseshoe pit, and 1 concrete boat-ramp area. (b) Overlook and Boat Ramp Day Use Area (1) 4 restroom units, numerous fire rings and picnic tables, 1 group use shade shelter, and 1 concrete boat-ramp area. (c) Fresno Beach Day Use Area (1) 2 restroom units, numerous fire rings, campfire grills, and picnic tables, 1 concrete boat-ramp and corresponding parking areas, public beach area and other areas of high-use. (d) Jaycees Beach (Cabin Loop) (1) 1 restroom unit and a concrete boat-ramp. (e) Kiehn's Bay (1) 1 restroom unit, numerous fire rings and picnic tables. *All recreation areas are ADA accessible and have ADA approved parking spaces. Place of Performance: The work is to be completed at the recreation areas around Fresno Reservoir, located on the Milk River, which is approximately 14 miles west of Havre, Montana. Period of Performance: The period of performance for this purchase order is a base year and four (4) option periods, starting 01/01/13 through 12/31/13. The Contractor shall only perform work from 8:00am to 8:00pm, Monday thru Friday, unless stated otherwise for specific tasks. The Contractor shall avoid working with machinery around occupied areas and periods of high usage for safety reasons. The Contractor shall be responsible, cognizant of conducting extra cleaning, restocking of restrooms during peak use periods (Most notable during the following weekends: Memorial Day, July 4th, and Labor Day). The associated North American Industrial Classification System (NAICS) code for this procurement is 561730 with a small business size standard of $7 Million. This requirement is a 100% small business set-aside and only qualified quoters may submit quotes. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The solicitation and any subsequent amendments will be posted to the FedBizOpps website www.fbo.gov. Prospective quoters are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. No telephone or fax requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. The solicitation shall be posted on or about 21 August 2012 with a response date of on or about 31 August 2012. The buyer will NOT provide a hard copy of the Solicitation package.
