Notice of Intent to Sole Source - The U.S. Army Corps of Engineers, Baltimore District, intends to negotiate, on a sole source basis, under the authority of FAR 13.501(a) with Grove Engineering, Inc., dba Grove Software, Lynchburg, VA for the purchase of 3 software licenses, Microshield, Micoshield VNV and RadDecay v6 for a base plus 4 option years starting in April 2019. This will be the first time that this software has been procured by the Engineering Division. The Grove Software will be used for the following: displaying radioactive decay information for any of the radionuclides in the library; for design shields, estimating source strength from radiation measurements, minimizing exposure to people; and teaching shielding principles; and for providing background information and test results in support of the Deactivated Nuclear Power Plan Program (DNPPP), Formerly Used Sites Remedial Action Program (FUSRAP), and International and Interagency Support (IIS) program. Currently, the software is proprietary, and supplied only by Grove Engineering, Inc. dba Grove Software. Other health physics software packages for this purpose are not compliant with our contract documents and therefore may not be used as an alternative. Market research is ongoing to find an equivalent health physics software equal to Grove Engineering, Inc. dba Grove Software, or to obtain a license through a third party vendor if it would provide a better value to the Government. The aforementioned software will be solicited to only one source: Grove Engineering, Inc., dba Grove Software. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statement must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Submit to Josephine.E.Baran@usace.army.mil
